The truth is probably that some people can control the urge to gamble, while some can not. People who find gambling really exciting feel that they have to go back for that high, even if it means spending all their money. Many people doubt that the government should promote gambling since it is certain to produce addicts. 

事实可能是，有些人可以控制赌博的冲动，而有些人则不能。那些觉得赌博非常刺激的人觉得他们必须回去才能获得那种快感，即使这意味着花光他们所有的钱。许多人怀疑政府是否应该提倡赌博，因为赌博肯定会产生瘾君子。

There have also been some question whether gambling is good for the local economy. If a casino was built in an area of high unemployment, would local people really benefit? The answer seems to be both yes and no. People may benefit if the gamblers come in large numbers from outside the area and spend their money there, that is if the casino is a notable tourist attraction.

On the other hand, if not many people come from outside the area, there are few benefits. In this case, most of the gamblers are local people who are spending the little money they have.
