美国参议院两党达成结束政府停摆的协议

Senate Democrats reached an agreement with their Republican counterparts yesterday to reopen the US government, ending a three-day impasse over immigration policy that kept 750,000 federal workers at home and marred the first anniversary of the Trump administration.

美国参议院的民主党人昨日同他们的共和党同事达成了关于使美国政府恢复运转的协议,结束了围绕移民政策的三天僵局——这场僵局导致75万联邦政府员工留在家里,并给特朗普政府执政一周年纪念日蒙上阴影。

Chuck Schumer, the Democrats’ leader in the Senate, who last week orchestrated the blocking of a temporary spending bill, said his party agreed to fund the government for three weeks after Mitch McConnell, the top Senate Republican, promised to introduce legislation to protect “Dreamers” — 800,000 people brought illegally to the US as children who face deportation.

上周策划阻止一项临时支出法案的参议院民主党领袖查克•舒默(Chuck Schumer,见上图)表示,在参议院共和党领袖米奇•麦康奈尔(Mitch McConnell)承诺引入保护“梦想者”(在儿童时期被非法带来美国、如今面临遣返的80万人)的立法后,民主党同意为政府提供三周的资金。

The pact brought to an end, at least temporarily, a bitter partisan fight in which Republicans sought to portray Mr Schumer as championing illegal immigrants over funding essential services. But Republicans also faced voter ire, since the shutdown was the first time Washington had failed to fund itself with the same party in charge of the House, Senate and presidency.

该协议至少暂时终结了尖锐的党派斗争——共和党试图把舒默描述宁可为非法移民代言,也不愿为基本的政府服务释放资金。但是共和党也面临着选民的愤怒,因为此次政府停摆是华盛顿首次在同一政党控制众议院、参议院和白宫的情况下未能为自己提供资金。

Despite the agreement, both sides continued to blame each other for the rising partisan rancour that led to the shutdown. Ahead of a vote to reopen the government, Mr Schumer said mixed messages sent by President Donald Trump undermined negotiations with congressional leaders.

Mr McConnell said Democrats capitulated when it became apparent their backing of immigration reform over government funds proved untenable.

Still, both sides insisted a serious debate on the Dreamers legislation could return bipartisanship to the divided chamber. “I hope and intend” to reach agreement on immigration reform, Mr McConnell said. The issue has become particularly important to businesses, which fear losing employees who might be deported if Dreamer protection were not put into law.

“We expect that a bipartisan bill on [Dreamers] will receive fair consideration and an up-or-down vote on the floor,” Mr Schumer said, noting it was a prerequisite for any long-term government funding agreement.

Mr Trump had used the shutdown to hammer congressional Democrats, tweeting “End the Democrats Obstruction” at daybreak yesterday.

“Democrats have shut down our government in the interests of their far-left base. They don’t want to do it but are powerless!” Mr Trump wrote.

Although the shutdown caused political rancour in Washington, it barely registered in financial markets. The dollar, which has been drifting lower for months, remained largely unchanged against major currencies in New York trading after the deal was announced, and the benchmark 10-year Treasury was similarly unmoved.

尽管此次停摆造成了华盛顿的政治积怨,但对金融市场几乎没有影响。在宣布两党达成交易后,美元对主要货币汇率在纽约盘中基本上保持不变。过去几个月来美元持续走低。

The shutdown — the fourth closure in 25 years — will impose an economic cost on the US, but experts said the impact would be modest.
