个人购汇监管加强 不得用于境外买房和证券投资

Chinese residents now need to fill an applicationform indicating the purpose of foreign exchangepurchases.

如今我国居民需要填写申请表写明购买外汇的目的。

The application form includes 11 purposes residentscan check, including travel and medical care.

申请表中提供了旅游、医疗等11种购汇目的供居民勾选。

The form specifies that residents will not beapproved to purchase foreign currency if they hopeto use the money for overseas housing andinsurance with investment returns.

表格还明确，居民购汇不得用于境外买房和投资性返还分红类保险。

 

 

Residents who violate the rules will be put on a watch list by the currency regulator and willface cancellation of their right to buy foreign currencies for one to three year years, according tothe State Administration of Foreign Exchange.

根据国家外汇管理局表示，违反规定的居民将被货币监管机构列入监管名单，并会被取消购买一至三年外汇的权利。

Before 2017, Chinese residents could easily buy foreign currency through official channels,including mobile banking transactions.

在2017年之前，中国居民可以通过官方渠道，如包括手机银行交易轻松购买外汇。

The annual quota of $50,000 for foreign exchange purchases by individuals remainsunchanged.

此外，每人每年五万美元的购汇额度没有变化。

China faces less capital flight pressure than a year ago, said Yao Yang, a professor ofeconomics at Peking University.

北京大学经济学教授姚洋表示，相比一年前，我国面临的资本外逃的压力有所减少。

Yao does not expect the government to impose short-term restrictions on individual foreignexchange purchases. "Restriction does not help stabilize market expectations, but may triggermore capital flight," he said.

姚洋并不期望政府对个人外汇购买行为实行短期限制。他说道：“限制不利于稳定市场的预期，但却可能引发更多的资本外逃。”
