Chinese Voices: Property Plans

Recent measures by China's government to curb run-away property prices, as well as talk new or higher taxes on real estate may be in the works, have made for some uncertainty in China's property markets. Still, property remains a very attractive investment for many Chinese. We talked to a Beijing PR professional, a teacher in Hangzhou and an entrepreneur in Qingdao about their real-estate plans.
近来中国政府控制房价飞涨的系列措施以及有关考虑加征房产税的传言已给中国的房地产市场带来了些许变数,不过,对许多中国人来说地产仍是一个非常有吸引力的投资选择。我们采访了一位北京的公关人士、一位杭州的教师以及一位青岛商人,看看他们各自有什么房产大计。

Joanna Duan, 35 years old, a single former public-relations executive who is currently working on a freelance basis, is not planning to sell her one-bedroom Beijing apartment despite having moved to a larger apartment that she rents.
现年35岁、目前单身的Joanna Duan(下文统称段小姐)曾是一位公关主管,现在则是自由职业者。虽然已经搬到了自己租住的较大公寓,但她仍无意卖掉自己的一居室住房。

'It's small, but it's my own property and it gives me a sense of security. Plus, housing prices nowadays are so unstable, so I feel more secure keeping my own house,' she said.
她说,那间房子虽小,也是我的产业,在手里感觉还有点安全感,而且房价太不稳定了,还是有个房子心里踏实。

Ms. Duan, who bought the 60-square-meter apartment in south Beijing near the Second Ring Road in 2005, paying less than 8,000 yuan a square meter, says it's now valued at around 28,000 yuan a square meter, with the full price conservatively estimated at 1.5 million yuan.
段小姐在2005年时以每平米不到8000元的价格在南二环附近买了一间60平米的公寓,她说现在的价格约为每平米2.8万元,保守估计房产总价达到了人民币150万元。

She initially wanted to sell the apartment to be able to buy a bigger one, but the skyrocketing property prices in Beijing scared her away, 'Without a big fortune, it's impossible for me to buy a bigger one. If I just use the money I can get by selling my apartment for a bigger one, it would simply push me to the outskirts of Beijing, even outside the Sixth Ring Road. I don't want to live so far from downtown,' she said.
一开始段小姐曾经想过要卖掉这间小屋,买个大些的房子,但是北京房产价格的飙升吓退了她。她说,如果发不了横财是没戏买大房了,如果我只用卖房的钱买新房,那么一定会很远,估计得远到六环外了,我不想住得离城里那么远。

She now rents a 90-square-meter three-bedroom apartment near the Third Ring Road in east Beijing and plans to rent out her own apartment for around 4,000 yuan-4,500 yuan a month, to subsidize her own rent of 6,000 yuan a month.
她目前在北京的东三环附近以每月6000元的价格租住了一套90平米的三居室,她计划以每月4000到4500元的价格将自己那套小屋租出去,补贴一部分租房的费用。

She doesn't feel a pressing need to sell her apartment despite a series of government moves that could mean a change of direction in property prices.
虽然中国政府一系列楼市调控措施意味着房产价格可能会掉头下行,但段小姐并没有感觉到迫切的卖房压力。


'I don't see the possibility of a big slump in Beijing housing prices, and even if it goes down to 10,000 yuan a square meter, I will still make a profit.'
她说,我觉得北京房价大跌的可能性不大,再说,就算跌到1万我还是赚的。

Pan Ting, 31, who with her husband owns three apartments in Hangzhou - two that they rent out while they live in the smallest one -- scrapped a plan to sell the apartment they live in with their two-year-old son to buy a bigger one near a good school after the introduction of government policies that raised second-home mortgage rates and down payment requirements.
现年31岁的潘婷和丈夫在杭州拥有三处房产,一间最小的自住,剩下两处出租。夫妇二人有一个两岁的儿子,他们原先计划将现在住的这套房子卖掉,在好学校附近买套大些的住房,在政府提高了二套房贷款利率和首付款要求后,他们放弃了这一计划。

Pan, a university teacher in Hangzhou, the capital of Zhejiang province, with an annual income of around 80,000 yuan, or a family income of 150,000 yuan a year, says the new policies made it too expensive to buy another apartment.
在浙江省省会杭州市当大学老师的潘婷年收入约为8万元,家庭收入约15万元。她说,新政策的推出让再买房变得太吃力了。

'I think the new policies will be effective in controlling housing speculation,' she said. 'I think the price will still go up steadily, but that it will not be this crazy in the future.'
潘婷说,我认为新的政策将会有效控制房产投机,我认为房价将会继续稳步上升,但未来涨势不会再这么疯狂。

In 2003, before she met her husband, Pan's parents bought a 120-square-meter apartment for her in Hangzhou. Similarly, her husband's parents bought him a 110-square-meter apartment in early 2004. The price for both apartments were around 7,000 yuan a square meter at that time.
2003年,当潘婷遇到自己丈夫之前,她的父母在杭州给她买了一套120平米的住房;她丈夫的父母则在2004年年初时给他买了套110平米的房子。当时两处房产的价格都在每平米7000元左右。

In 2006, after they got married, they bought another apartment, at 60 square meters and at a price of around 12,500 yuan a square meter. This is the one they live in now. The rental income the get from the larger apartments, a combined 7,000 yuan, just covers the loans they have on those apartments.
他们夫妇二人在2006年结婚时以每平米1.25万元的价格买了套60平米的小公寓,就是他们现在住的房子。每月出租两处大屋的收入总计7000元,刚刚够用来偿还所有住房的贷款。


Before the new government policies, Pan was trying to sell the small apartment for 30,000 a square meter to buy a bigger one near a good school with bank loans. She thought that with a 30% mortgage on loans that banks were offering then she would be able to afford it. But the new policies setting higher rates for purchases of second homes made that prohibitively expensive.
在楼市新政出炉之前,潘婷曾经试着以每平方米3万元的价格把小屋出售,售房款加上银行贷款可以让他们在好学校附近买处大点的房子。她当时认为首付三成再加上按月还贷还是可以承担。但是新的政策为二套房贷款设定了更高的利率,已使她的购房计划变得昂贵得难以负担。

After the new policies came out, 'I gave up my idea completely,' she said.
潘婷说,新政推出后,我彻底放弃了自己的打算。

Jin Longyun, 30, is planning to buy his first apartment in the next few months. However, he wants to gauge the impact of recent government policies before making a move.
现年30岁的金龙云计划在未来几个月购买自己的首套住房。不过,他现在决定在出手前先评估一下新政的影响。


'I will hold the fire for a while to see what happens with the property market,' Jin said.
金龙云说,我打算暂时按兵不动,看看地产市场的情况。


The owner of an aquatic-products business lives and works in Qingdao, a coastal city in Shandong province but plans to buy the apartment in Yantai, where he is thinking about moving his business and where property is cheaper.
金龙云在青岛打理自己的水产生意,他虽然工作和生活在青岛,却有意在烟台买房,他目前正在考虑将业务转移到烟台,而且这里的房价比较便宜。

He said: 'In the development zone of Yantai, I can spend 1 million yuan to buy a 200-square-meter apartment with ocean view. It is impossible to get this kind of apartment in Qingdao.' He plans to make a 40% down payment and take out a 60% mortgage.
他说,在烟台开发区,我可以花100万元买套200平米的海景房,在青岛就绝对不可能。他计划首付四成,剩下的六成贷款。


Once he buys the apartment, he joked, 'I will probably spend the rest of my life in Yantai.'
他开玩笑地说,要是真在烟台买房了,我可能后半生就扎根烟台了。
