Day 37 Ten years ago, as part of a comprehensive urban renewal program, the city of Transopolis adapted for industrial use alarge area of severely substandard housing near the freeway

The following appeared in a recommendation from the planning department of the city of Transopolis.

“Ten years ago, as part of a comprehensive urban renewal program, the city of Transopolis adapted for industrial use a large area of severely substandard housing near the freeway. Subsequently, several factories were constructed there, crime rates in the area declined, and property tax revenues for the entire city increased. To further revitalize the city, we should now take similar action in a declining residential area on the opposite side of the city. Since some houses and apartments in existing nearby neighborhoods are currently unoccupied, alternate housing for those displaced by this action will be readily available.”

Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.

Subsequently, several factories were constructed there, crime rates in the area declined, and property tax revenues for the entire city increased”和“some houses and apartments in existing nearby neighborhoods are currently unoccupied”是事实，倒数第二句话“To further revitalize the city, we should now take similar action in a declining residential area on the opposite side of the city”是结论，值得反驳吗？

（2）原文中的第一句话“ Ten years ago, as part of a comprehensive urban renewal program, the city of Transopolis adapted for industrial use a large area of severely substandard housing near the freeway”与第二句话“ Subsequently, several factories were constructed there, crime rates in the area declined, and property tax revenues for the entire city increased”之间的因果关系成立吗？二者是唯一的因果关系吗？你能想出其他也会导致同样结果的原因吗？当地警方加强巡逻监管也会使犯罪率下降，全市财产税的增加可能是因为该市其他地区的企业缴税增加了。
