美国收养政策简介

 

 

 

美国相关法律规定：收养人必须年满25岁，在办理收养手续前，收养者必须亲自见过被收养儿童，即使是国外的孩子，收养者也不能免去千里迢迢奔波之苦。仅仅看到过所要收养孩子的录像或照片，并不等同于“亲自见到过”。这一条款可以减少申请人收养后后悔的可能性。一方面，这提高了收养效率，更重要的是，双方见面后彼此会有直观的认识，在这一前提下收养，申请人的心理不会发生太大变化，从而确保养父母在今后兑现自己的收养承诺。

孩子可被二次收养。不过，收养人在办理收养手续前或过程中，没有亲眼见到过所要收养的孩子（比如还未出生），申请人仍有机会收养成功，但条件是，申请人必须提交一份声明，同意这个孩子可以被二次收养。也就是说，监管机构如果发现收养人违反了自己的承诺，被收养的孩子受了委屈，监管机构会强制收养人放弃收养权，再为小孩寻找其他收养人。“二次收养”的规定像一把悬在头上的剑，时刻提醒收养人履行好自己的责任，否则随时都有可能被剥夺做父母的权利。

收养前需接受家庭调查。 在美国，收养孩子是一个繁琐的过程，收养前的家庭调查便是其中不可缺少的步骤。家庭调查由获得官方许可的“家庭调查机构”完成。另外，在收养前，收养人还须提交一份儿童收养推荐书。家庭调查的目的，同样是为了确保被收养儿童拥有良好的成长环境，不会因为被收养而受到虐待。
