我们常在电影中看到中央情报局、联邦调查局、国家安全局几个负责美国国家安全的部门。那么这几个部门之间有什么区别和联系呢?它们各自的分工又是什么呢?
美国中央情报局、联邦调查局、国家安全局的区别
中央情报局(Central Intelligence Agency,中文简称中情局,英文简称CIA)是美国最大的情报机构(美国政府的间谍和反间谍机构,是美国庞大情报系统的总协调机关),主要任务是公开和秘密地收集和分析关于国外政府、公司和个人在政治、文化、科技等方面的情报,协调其他国内情报机构的活动,并把这些情报报告到美国政府各个部门的工作。
美国联邦调查局(英文全称Federal Bureau of Investigation,英文缩写FBI。但“FBI”也不仅是局称的缩写,还代表着联邦调查局坚持贯彻的信条——忠诚Fidelity,勇敢Bravery和正直Integrity)是美国司法部的主要调查机构,它的职责是调查具体的犯罪。美国联邦调查局也被授权提供其他执法机构的合作服务,如指纹识别,实验室检查,和警察培训。根据美国法典第28条533款,授权司法部长“委任官员侦测反美国的罪行”,另外其它联邦的法令给予FBI权力和职责调查特定的罪行。联邦调查局和中央情报局没有直接的隶属关系。前者归司法部管辖,后者是一个独立的机构,直接向总统负责。
美国国家安全局(National Security Agency,英文缩写NSA,亦可译为国家安全总署)是美国政府机构中最大的情报部门,专门负责收集和分析外国通讯资料,隶属于美国国防部,是根据美国总统的命令成立的部门。负责监听包括电台广播、通讯、互联网,尤其是军事和外交的秘密通讯,掌握有比美国中央情报局还要多的经费,是世界上单独雇佣最多数学博士和电脑专家的单位,但效益却很低,甚至不为美国政府的其他部门所了解,所以它的缩写NSA经常被戏称为“No Such Agency”(无此单位)。
